It is essential for the Site Coordinator to meet with proctors/evaluators well in advance of the testing date.  This meeting will ensure proctors/evaluators have a thorough understanding of the procedures outlined in the proctor/evaluator instructions.

Skill-based assessment evaluators should also review the Evaluator Guide for the specific assessment.  For security purposes, materials must not leave the presence of the Site Coordinator during review.

NOCTI does not allow the use of formula sheets unless specified for that particular assessment.  When a formula is required for an item and a test taker is NOT expected to be able to recall the formula, it is provided as a part of the test item(s).

Each site must have a process in place for ensuring assessment integrity during administration.  Below are the typical steps that should be part of a site’s security process. 

Online Administration Materials

A process can be implemented for online testing whereby the online user codes for test access are provided to the proctor in an assessment material packet.  User codes can be pre-assigned to test takers and convenient tools in the Client Services Center enable the printing of labels with user code credentials for distribution.

Sites that pre-assign user codes may consider using the Data Upload Tool.  This convenient tool is used to quickly and easily assign user codes for online administration. 

Benefits of using the data upload tool include improved efficiency for sites with large numbers of user codes to pre-assign, accuracy of test takers’ information, and accurate matching of participant data for pre- and post-test administrations. 

The participant ID must be unique to the test taker and cannot be re-used by any other test taker.  The same participant ID must be used for a test taker on both the pre- and post-test administrations, if applicable, to ensure pre/post comparative reporting.

Computer setup guidelines are provided at the Client Services Center.  These guidelines should be shared with local technical support to ensure computer workstations are ready for test administration PRIOR to testing sessions.

Paper/Pencil Administration Materials

  • Upon receipt, the test materials are inventoried.  Test materials are separated into groups by test title and include test booklets, evaluator guides, proctor guides, answer sheets, and attendance rosters. 
  • Any school-specific policies such as the process for learners who finish early, restroom breaks, emergencies, etc. should also be included. 
  • The test materials are kept in a secure, locked location until the day of administration.
  • On the day of administration, assessment material packets will be made available and monitored by an authorized individual in the administration office (or another secure location).
  • As proctors and evaluators arrive for test administration, they will report to the office to sign in.  Each proctor/ evaluator will receive the appropriate assessment packet and will complete an inventory sheet verifying the packet has been received. 
  • Upon completion of the assessment, the proctor/evaluator will return all assessment materials to the office and complete the inventory sheet verifying the packet has been returned.
  • Materials will be inventoried upon return by an authorized individual.
  • Assessment materials will be returned to a secure location (safe, locked closet, etc.) until they are reviewed.
  • Answer sheets are shipped to NOCTI for scoring.  Used test booklets and evaluator guides are destroyed or returned to a centralized location if specified as part of a statewide testing program.  Unused paper/pencil tests can be returned to NOCTI for credit (see NOCTI Returns Policy for specifics).
