Criterion-Referenced Cut Scores
Criterion-referenced cut scores appear on standard score reports for all NOCTI credentials. These benchmarks indicate whether a participant has met the level of knowledge and skill identified by industry as essential for workplace readiness. Cut scores are established through a structured process including subject matter experts and are relied upon by educators, employers, and the workforce to support credible certification outcomes. 

State programs may set their own benchmarks for NOCTI credentials, and individual sites may choose to establish cut scores or apply normative methods that best support local goals. For partner or certificate program assessments administered through NOCTI, cut scores are determined by the respective program owners. 

NOCTI does not require customers to use any specific cut score option, empowering programs and sites to choose the approach that aligns best with their needs while maintaining consistency and fairness in assessment practices. 

Standards and Norms
The national average displayed on NOCTI’s standard score reports reflects the performance of all participants nationwide who have completed a specific assessment since its release, based on the most recent calculation cycle. National averages are updated twice each year—in January and July—to ensure score reports reflect current data. State averages follow the same update schedule and represent performance within a given state. 

NOCTI assessment norms provide context for understanding results by showing typical performance on a standardized scale. Norms support educators and administrators in interpreting results thoughtfully and using data to inform instruction, program evaluation, and continuous improvement.
