Purpose and Credential Integrity
To preserve the integrity of NOCTI credentials,
test administration must occur in a proctored environment. As an organization
that is accredited based on the requirements of ISO/IEC 17024, NOCTI strives to
adhere to the recommendations from national accrediting bodies and assessment
publishing associations indicating that remote proctoring with a live proctor
is the ideal and most secure option for high-stakes credentialing.
Impartiality and Security
Remote proctoring also provides a third-party,
impartial proctoring session, which is an important
component of maintaining fairness, consistency, and integrity
in high-stakes credentialing.
Use of Authorized Remote Proctoring Providers
Remote proctoring may be used when onsite
proctoring is not available or practical and must be conducted through a
NOCTI-authorized provider that meets established security and
administration criteria. NOCTI may engage authorized third-party service
providers to support remote proctoring activities, including identity
verification, session monitoring, and test security. These providers are
required to maintain the confidentiality and security of assessment content and
related testing data.
Data Collection and Use
Remote proctoring may involve the collection
and review of testing session data, which may include audio, video, screen
activity, and identity verification information. This information is used
solely for purposes related to test administration, identity verification, test
security, and maintaining the integrity of the assessment process.
Privacy and Legal Compliance
NOCTI and its authorized service providers will
comply with applicable privacy and data protection laws, including the Family
Educational Rights and Privacy Act, where applicable.
Testing Site Responsibilities
The testing site is responsible for providing
any required notices to test takers, and where applicable their parents or
guardians, regarding the use of remote proctoring technologies. The site is
also responsible for obtaining and maintaining any required consents,
permissions, or acknowledgments in accordance with applicable federal, state,
and local laws, institutional policies, and the site’s own student data privacy
procedures.
Unauthorized Remote Proctoring Methods
Online meeting tools or software that do not
meet NOCTI’s established remote proctoring criteria are not considered
acceptable methods for remote proctoring. Use of unauthorized remote proctoring
methods may be considered a violation of the NOCTI Security Policy.
