Select Skill-based (performance) Assessment Evaluators
Well-trained evaluators, using consistent rating criteria, support reliable and accurate scoring. Evaluators must be third-party individuals and must be selected when identifying evaluators and may include:
- Advisory committee members trained or working in the occupation
- Private contractors and local business professionals in the field
- Military personnel trained and working in the occupation
- Qualified staff working in the occupation (e.g., school nurse, maintenance staff)
Skill-based test evaluators should be subject matter experts and available for both training and scheduled test sessions. Each evaluator should be:
- Knowledgeable in the occupation being assessed
- Able to evaluate participant performance objectively
- Capable of setting up the required machines, equipment, and supplies as directed
- Able to follow evaluation procedures accurately
- Experienced in skill-based assessment administration

evaluators are qualified,
the evaluator’s role or
relationship with the program,
teacher, and learners
must be considered. Any potential
conflict of interest or evaluator
selection that may cause the
integrity of the
testing program to be questioned
should be
avoided.
Instructors
are prohibited
from serving
as evaluators
for
skill-based
assessments.
