Skill-based performance assessment Evaluators play an important role in supporting reliable and accurate scoring. Evaluators use established rating criteria to assess test taker performance during skill-based performance assessments.
For NOCTI Certification, customized, and partner assessments that include a skill-based performance assessment, Evaluators must be qualified third-party individuals who have knowledge and experience in the occupation being assessed. Examples may include:
- Advisory committee members who are trained or working in the occupation
- Private contractors or local business professionals in the field
- Military personnel trained and working in the occupation
- Qualified staff working in the occupation, such as a school nurse or maintenance staff member
For micro-credentials, qualified instructors
may serve as Evaluators when permitted for the specific assessment. Evaluators
must have the knowledge and experience needed to accurately assess the required
skills and must follow all applicable evaluation procedures.
Evaluators must be available for required training and the scheduled testing session. Each Evaluator should be:
- Knowledgeable in the occupation being assessed
- Able to evaluate test taker performance objectively
- Able to follow evaluation procedures accurately
- Capable of setting up required machines, equipment, tools, and supplies as directed
- Experienced with skill-based performance assessment administration or able to complete required training before testing
Careful Evaluator selection helps protect assessment integrity. Sites should consider each Evaluator's professional role and relationship to the program, instructor, and test takers. Any potential conflicts of interest or situations that could call the fairness or integrity of the assessment into question should be avoided.
For NOCTI Certification, customized, and partner assessments that include a skill-based performance assessment, instructors may not serve as Evaluators. Qualified instructors may serve as Evaluators for micro-credentials when permitted for the specific assessment.
