Accommodations for English Language Learners (ELL) are guided by formal plans, such as an IEP or 504 Plan, and should align with applicable state and district requirements. Sites are encouraged to follow local, state, and federal guidelines to ensure learners receive appropriate and consistent support. 

When identified through an approved plan and permitted by state or district policy, NOCTI allows the use of a human translator as an accommodation. Human translators help ensure assessment  content is conveyed accurately and consistently, without altering the meaning of questions or answer choices. 

While automated translation tools may assist with general understanding (e.g., Google Translate), they are not recommended for assessment administration. Computer-generated translations can vary in accuracy and may unintentionally change context, which can affect results. Using a human translation supports equitable access for learners while maintaining the integrity and validity of the assessment.
